This briefing paper has two objectives. The first is to highlight the significant role Community Mental Health Centers (CMHC) play in enabling the Texas Medicaid program to realize the 1115 Waiver goals. The second is to identify key negotiating conditions critical to continuing CMHC participation in the 1115 Waiver extension.

1115 Waiver – Legislative Overview

In 2011, Texas Health and Human Services Commission (HHSC) and Centers for Medicare & Medicaid Services (CMS) agreed to move forward with an 1115 Medicaid Transformation Waiver that includes a new component to health care delivery: the Delivery Reform Incentive Payment (DSRIP) pool. DSRIP is designed to incentivize innovation to increase access, improve quality and better manage costs of healthcare for low income Texans.

All RHPs have completed Pass 1. • Two RHPs have submitted their final RHP Plans. • RHP 17 completed Pass 1 and Pass 2. • RHP 14 completed Pass 1 and will not be going to Pass 2.
