FEMA Registration Options for Disaster Assistance

FEMA Public Assistance (PA) Fact Sheet – The PA Program, provides supplemental Federal disaster grant assistance for debris removal; emergency protective measures; the repair, replacement, or restoration of disaster-damaged, publicly owned facilities; and the facilities of certain Private Non-Profit (PNP) organizations. Includes grant application and informational resources.

The Texas Crisis Counseling Assistance and Training Program (CCP) is a federally funded program administered by the Federal Emergency Management Agency (FEMA).  42 U.S.C. § 5183 authorizes FEMA to fund mental health assistance and training activities in areas that have been declared a major disaster by the President.

The mission of the CCP is to assist individuals and communities in recovering from the effects of natural and human-caused disasters through the provision of community-based outreach and psycho-educational services.

Immediate Services Program (ISP)

The ISP provides funding not to exceed 60 days from the date of the declaration, except if the state, territory or tribe has submitted an application for the Regular Services Program (RSP). If an RSP application is submitted, the ISP may continue for 30 additional days while the RSP application is being reviewed for funding.

Regular Services Program (RSP)

The RSP provides funding for up to nine months from the date of the award.

Applying for a CCP Grant

Disaster Behavioral Health Services (DBHS) staff will assist Local Mental Health Authorities (LMHA) in gathering the information needed to complete the grant application.

The completed ISP application package must be submitted by the State Mental Health Authority within 14 days of the federal disaster declaration date (by August 8, 2017).

The completed RSP application package is submitted by the State Mental Health Authority within 14 days of the federal disaster declaration date (by August 8, 2017).
